| i changed the bonus/penalty for inventory capacity to be less of an on/off nature. it has a range of effect now. |

| This does mean, fyi, that you will start gaining penalties before 70%. I didn't change the minimum for full stealth bonus, nor the maximum for full stealth penalty. I changed the maximum for stealth bonus of any kind, and the minimum for stealth penalty of any kind. |
